+1 Ward Save Rants and Raves about Warhammer tabletop game.

I didn't use to think this, and the guy that won the European GT used them, and I can see where in rare instances they could be beneficial. That being said Seaguard are just spearmen with crappy bows. I guess it doesn't help that I don't have much love for spearmen in the first place, but wen you take away the archers ability to hit things from 30 inches away, you move them into range of just about every other missile troop. To make matters worse, they are really expensive.

Ok, so when are the rare occasions that you should take them???

The only time I can see taking them is when you have to play multiple games, using the same list. Even then, I would probably just take archers.
